REM is Founded

REM, which becomes a partner of The MENTOR Network in 2003, is founded in Minnesota by Robert E. Miller and Milton Bartsch at a time when the nation’s institutional census peaked with almost 195,000 individuals with intellectual and developmental disabilities living in 165 state-run facilities across the country. REM, an organization which played a pivotal role in deinstitutionalization in Minnesota, would eventually help close institutions in numerous states over the next four-plus decades.
